David Hernández

David specializes in the evaluation and regulation of utilities in the water and sanitation sector in Latin America.
David is an engineer specialized in economics and public policy. He has experience in developing economic regulatory frameworks and evaluating utilities performance, principally for the water and sanitation sector.
Prior to joining Castalia, David worked for the public sector, private companies and academy. He worked for the Colombian regulator of public utilities, advising on over 30 regulatory frameworks to improve efficiency, coverage and service quality in the water and sanitation sector. He also has experience in the design and construction of water distribution systems and sewerage systems.
David is passionate about finding integrated solutions to complex problems, bringing together engineering, economics and policy to re-imagine the governance of the 21st century.
