Kaye Miralles

Kaye is one of Castalia's private public partnership experts.
She has over 10 years’ experience in infrastructure planning, investment programming, pipeline identification and prioritization, independent project appraisals, business cases and transactions, and institutional capacity building.
Kaye started her career at the Philippines’ National Economic and Development Authority where she gained most of her practical experience. Over the last decade, she has helped develop PPP policies, and appraised and assisted in preparing PPPs in urban mass rail, toll and non-toll roads, and water supply sectors with an aggregate value of more than US$10 billion. In the transport sector, Kaye helped assess the potential for land value capture in Hanoi City to generate additional funding for planned urban mass transit PPPs.
Kaye loves connecting with people in the countries where Castalia works and seeing possibilities together, and she loves making a positive contribution to these communities through her work.
