He has experience advising governments on strategies to increase electricity access, attract investment in the energy sector, and reform power utilities in financial difficulty. His expertise covers economic regulation of infrastructure sectors, financial modelling and analysis, and transaction design.
Before working at Castalia, Charly interned at Frontier Economics (London and Paris) and worked as the staffer of a member of the French Parliament.
Charly is passionate about applying economic insights towards building a more prosperous world in which more people have access to cheap, abundant, and clean energy. He enjoys being confronted by new and challenging problems and learning from different cultures.

When confronted to a dilemma, I ask myself “what would my grandfather have done?” and I usually find the right answer
