Samuel is a Senior Analyst in Castalia's Energy Practice, where he uses financial modeling and analysis to assess infrastructure feasibility, evaluate financing options, and support investment and policy decisions through stress-testing projects under different scenarios and turning the results into clear advice.

Prior to Castalia, Samuel worked on both the development finance and capital markets sides of infrastructure. He evaluated climate infrastructure in developing markets, assessing financial viability, risk, and regulatory frameworks at the Green Climate Fund. He went on to help execute a US$500 million bond issuance at Banco Davivienda and presented the investment outlook to investors. At S&P Global Ratings, he analyzed credit risk and cash flow sustainability across infrastructure, public finance, and structured products.

Samuel is passionate about combining analysis with real development impact to close the gap between where infrastructure and energy systems stand today and where they need to be.
