Reform Options Study for Communauté Electrique du Bénin

The problem

Benin and Togo import 76 percent of their electricity from the West African Power Pool (WAPP) via the Communauté Electrique du Bénin (CEB), their joint utility. By the end of 2016, CEB had accumulated US$148 million in unpaid import bills to utilities in Cote d’Ivoire, Ghana, and Nigeria.

How we helped

Castalia recommended a reform option for CEB to transform it into a viable and well-managed company. We diagnosed the utility’s technical, institutional, and financial condition and identified the underlying causes of its problems. We then assessed nine reform options and presented our recommendation to CEB and the presidencies of Benin and Togo.

Impact

CEB has been restructured according to our recommendation. The governments of Benin and Togo also committed to settle CEB’s debts to the power exporting countries in WAPP.
