Northern Parishes PPP Pre-Feasibility Study, Jamaica

The problem

Increasing development of resorts along Jamaica’s North Coast was putting a strain on the water supply system, leading to water shortages. Investment in tourism could not continue unless water supply matched the growing demand.

How we helped

Castalia assessed the viability and cost of four options to increase bulk water production, as well as reducing non-revenue water, from the current level of 70 percent. We recommended expanding existing treatment works through a public private partnership and using a performance-based contract to reduce non-revenue water. In doing this, we sounded out market interest in these opportunities, advised on the fiscal implications of the proposed approach, and provided a roadmap to move the project forward.

Impact

The National Water Commission commissioned feasibility studies and contract design to implement the recommended strategy.
