Design of Regional Utility Regulator for the Eastern Caribbean

The problem

The member countries of the Organisation of Eastern Caribbean States (OECS) wanted to improve how they regulated their electricity utilities, several of which were privately owned. They believed better regulation could help to lower the region’s very high electricity tariffs. However, with an average population of 72,000, the overhead of creating an effective utility regulator in each country seemed prohibitively expensive.

How we helped

Castalia recommended establishing a regional electricity regulator to meet the need for regulation in OECS countries. We advised on the regulator’s functions and organizational structure, and on ways to finance its operations. We also proposed a set of key performance indicators (KPIs) to help the regulator benchmark and incentivize performance in utilities across the region.

Impact

OECS members are establishing and operationalizing the Eastern Caribbean Energy Regulatory Authority (ECERA).
