Education PPP Training, Uruguay

The problem

The Government of Uruguay was developing education facilities using public-private partnerships, but Uruguay’s public education bodies, La Administración Nacional de Educación Pública (ANEP) and Instituto Estatal de la Educación para los Adultos (INEA) had limited experience with PPP contracts.

How we helped

Castalia helped the Government of Uruguay build capacity within ANEP and INEA. We ran four training workshops, helping officials understand how to manage education PPP contracts. These workshops included training on: reaching financial close, the payment mechanism, and the technical specifications.

Impact

We built institutional capacity inside ANEP and INEA, which helped these institutions to bring PPP transactions to financial close. Construction work began in early 2019, and an estimated 15,000 children are expected to benefit once the education centers open.
