Dhaka-Chittagong Expressway Feasibility Study, Bangladesh

The problem

Traffic congestion on the highway between Dhaka and Chittagong, the two largest cities in Bangladesh, is so severe that it can take over 10 hours to travel the 220 kilometers. The highway is the country’s most important trade route.

How we helped

We carried out a feasibility study for a US$4.1 billion expressway that could relieve the congestion between the two cities. As part of a consortium of firms, we determined the economically optimal option based on several considerations, including the expressway’s route, number of lanes and tolls, and land acquisition issues. We then proposed a public-private partnership (PPP) structure that would allow for the project to be financially feasible and distribute risk between the public and private sector.

Impact

Phase I of the project—an 80 km stretch from Dhaka to Comilla—is being procured as a PPP. This expressway will cut travel time, increase trade, and reduce congestion on the existing highway.
