Client needs

The US Trade and Development Agency (USTDA) wanted to support clean energy investment in Central America and the Caribbean by funding feasibility studies but needed help identifying which project proposals to fund.

How Castalia helped

• Met with project developers in five countries to discuss proposed projects
• Assessed each proposal’s technical and commercial viability, developer capability, likelihood of securing financing, and environmental and social impacts
• Recommended six projects for USTDA support
• Provided a detailed due diligence report, terms of reference, and budget for each recommended project.

The outcome of our work

USTDA funded detailed feasibility studies of a 40MW solar plant in Panama, two run-of-river plants in El Salvador (with combined capacity of 13MW), smart streetlights in Costa Rica, and LED streetlights in Jamaica. The study in Jamaica led to $25 million of CDB financing plus additional financing from JPS, the public electricity utility, that procured over 100,000 LED streetlights
