PPP Project Screening and Prioritization for Kenya

The problem

The Kenyan government wanted to strengthen its PPP program to close a US$41 billion infrastructure gap between 2012 and 2020 and to drive economic growth. Despite a sound PPP legal and policy framework, PPP projects in Kenya were not reaching financial close.

How we helped

Castalia determined which projects in the PPP pipeline could be delivered and financed as PPPs and identified new candidate PPP projects. To do so, we screened and evaluated over 100 candidate PPP projects, which included 32 projects that we originated and 81 projects in the existing PPP pipeline, to develop a list of projects suitable for PPP financing and delivery. We delivered concept notes for 15 first-mover PPP projects across 6 sectors and recommended next steps for each project. We trained government agencies, including the national PPP unit, on PPP project preparation and evaluation, and suggested ways to improve the PPP project coordination process.

Impact

The government has hired transaction advisors for several of the first-mover PPP projects we identified.
