Ilan is driven to help achieve universal access to basic services, primarily in potable water and sanitation.

He is skilled in public sector analysis and identifying opportunities to improve service delivery.
Before joining Castalia, Ilan consulted for the World Bank, Interamerican Development Bank, and academic institutions in Mexico. His experience includes policy analysis, sector reform, and utility reform in the water sector.

Ilan cares deeply about improving as many people’s lives as possible. He was drawn to water as one of the most basic needs for a good life and enjoys the challenge of finding solutions for the public and private actors that participate in fulfilling this need.
