Jane Zhao

Jane is an economist and city and regional planner experienced in water, sanitation, and hygiene policy and planning.
She has worked in a variety of countries, including Nepal, India, Kenya, Ghana, Singapore, the UK, and the USA. Her specialities include desalination and water reuse in water scarce regions, such as the Middle East and North Africa, and unlocking investment for water and sanitation projects globally.
Prior to her work at Castalia, Jane focused on small-scale private water provision, infrastructure development pathways, demand estimation, and tariff reform. She worked as a researcher for many academic institutions, including the University of Oxford, the University of Gothenburg, the National University of Singapore, and Columbia University. She has published in multiple journals on water resources management and infrastructure and presented at international conferences.
Jane is driven to contribute to improving sustainable access to basic services. Beyond serving her global community, Jane is also drawn to the ubiquitous and complex nature of water problems, especially in rapidly growing cities.
