Senior Analyst
Neil is a Senior Analyst in Castalia’s Water Practice. He specializes in infrastructure advisory, financial modelling, and data science to support capital investment planning and utility reform in the water sector.
He brings experience across more than twenty countries, including designing financial models for sanitation PPPs and applying geospatial analysis to improve water resource management.
Before joining Castalia, Neil worked on the delivery of large-scale water and sanitation programs, supporting program design, monitoring and evaluation, and sector financing. He has held roles at global development firms and contributed to projects funded by leading international donors, with a focus on improving service delivery and mobilizing finance for water infrastructure.
Neil is passionate about expanding access to safe, reliable, and sustainable water and sanitation services. He is driven by the opportunity to apply rigorous analysis and innovative tools to solve complex challenges in the water sector and improve outcomes for underserved communities.
