Petray works on water and sanitation development finance at Castalia. His areas of expertise are investment and service gaps analysis; innovative, structured, and results-based finance; and capital raising.

He is skilled in assessing the sustainability of utilities and infrastructure projects and building analytical tools that help governments target water and sanitation investment.

Prior to Castalia, Petray worked in structured finance and fund formation at Hope Community Capital, where he led the design of a New Market Tax Credit syndication fund, and in transaction and capital-raising work at JPMorgan. He also conducted housing and policy analysis at the American Enterprise Institute and sustainability investing at 17 Asset Management.

Petray is driven to find solutions to complex problems in development finance. His work has shown him how rigorous analysis and the right financing structures can expand water and sanitation access to communities that need it.
