IFC announces six pilot Public-Private Partnerships following Castalia’s work on mobilizing private finance in Ukraine’s roads sector

Working with IFC and the World Bank, Castalia developed a new business model for Ukraine’s roads sector. We recommended funding and contracting models for PPPs to deliver efficient financing and delivery of needed upgrades and maintenance of Ukraine’s roads.
Through our study—Ukraine National Roads Program: Options for Engaging the Private Sector in Road Upgrade, Maintenance, and Operation—we assessed around 2,000 road segments and selected 21 potential PPP projects. We are preparing pre-feasibility studies to help Ukraine structure the projects with the aim of attracting nearly $2 billion in private investment to the sector.
Castalia is now supporting IFC to prepare a master plan and communications strategy for the Government, IFC, and the World Bank to implement the PPP program and to reform the sector to ensure the program’s long-term sustainability.
