Rooftop rental business model for RSPV on public buildings, Indonesia

Client needs

The Government of Indonesia is prioritizing climate-smart urban development with targets that include 3.65GW of installed rooftop solar photo voltaic (RSPV) by 2030 and a mandate to use of RSPV on minimum 30 percent of government and public buildings roof area. However, despite Indonesia’s vast potential for generating renewable solar energy, the country’s solar energy uptake is notably slow. The World Bank engaged Castalia to design a practical solution to implement RSPV at scale.

How Castalia helped

  • Developed a financially viable and scalable Rooftop Rental Business Model for RSPV to achieve renewable energy targets at least cost, with minimal administrative burden, and ensuring grid stability
  • Compared the model’s costs to that of PLNs utility scale PV benchmark and identified the model is competitive against other utility-scale PV projects in the country
  • Identified a pilot RSPV project
  • Recommended policies to enable the model.

The outcome of our work

The client and involved stakeholders expressed interest in the pilot project. Implementing the rooftop rental nationwide on large public buildings that can host over 100KW of RSPV could contribute 2.65GW.
