Merging an Existing Cable TV Network Into a National Ultra-Fast Broadband Network, Australia

The problem

Australia planned a national ultra-fast broadband network based on fibre-optic cables. Our client, a cable TV operator, realized that the most efficient technical solution would be for the Hybrid Fibre-Coaxial (HFC) Cable network it used to be repurposed as part of the national broadband network. For this to be possible, our client would have to switch to satellite delivery of TV services, so freeing up bandwidth on the cable. Our client proposed a commercial arrangement to make this win-win solution possible. However, the government rejected the proposal, focusing on building an entirely new, government-funded network.

How we helped

Castalia analysed the economic costs and benefits of using the HFC network as part of the national broadband network. We found that switching the cable TV service to satellite, so freeing up the HFC network for broadband delivery, could create over AU$1 billion of value.

Impact

The analysis helped with the government’s decision to change its mind and incorporate the HFC network into the national broadband network.
