ICT Regulation Toolkit

The problem

Modern life depends on ubiquitous, interconnected telecommunications networks. Regulation is needed to ensure that diverse and competing services providers connect seamlessly and that none use their market power to reduce competition or exploit customers. Yet many countries lack the scale or administrative capacity needed to design best practice regulation.

How we helped

Castalia worked with the International Telecommunications Union to develop a toolkit that governments and regulators around the world could use to assemble their own telecommunications regulations, following best practice principles. We developed training material to help agencies build their capacity in understanding, designing and applying telecommunications regulation. Our work focused on creating effective competition and limiting monopoly pricing.

Impact

The ICT Regulation provides practical advice and concrete best practice guidelines to enable governments to establish their regulatory systems for the telecommunications sector.  The guidance has been useful in creating massive growth in telecommunications around the world since 2005 and is a permanently evolving resource.
