PPP Center for Excellence, Solomon Islands

The problem

Solomon Islands has a significant infrastructure deficit, and in 2016, the Prime Minister’s Office launched an initiative to promote PPPs as a procurement and financing tool. Solomon Islands needed help to institutionalize PPP competence and procedures and to develop an initial pipeline of PPP projects.

How we helped

Castalia was engaged to help the Solomon Islands Government set up a PPP Center of Excellence. We served as the PPP Centre of Excellence for the one-year duration of the assignment. During that time we developed guidelines, internal procedures and staffing schedule to build government capacity. We also developed an initial project pipeline. Castalia trained the Ministry of Finance and Treasury (MOFT) and other relevant departments on the purpose, advantages and disadvantages of PPPs. We advised on how the PPP Centre should operate within MOFT and helped recruit and train the first Director. We also trained implementing agencies on how they should work through the PPP process.

Impact

Solomon Islands PPP Center of Excellence is fully operational as a unit within the Ministry of Treasury and Finance. At least two PPP tenders are in preparation to be launched by 2020.
