Fisheries Quota Competition Review, New Zealand

The problem

Sanford, a New Zealand fishing company, wanted to acquire Simunovich Fisheries’ scampi fishing quota, but the Commerce Commission—New Zealand’s competition authority—was worried that the acquisition would reduce competition, as Sanford’s share of the scampi quota would increase from 34.9 percent to 42.7 percent.

How we helped

Castalia analyzed the transaction for the Commerce Commission. We reviewed the experience with similar quota aggregations which had happened in the past. We also analyzed whether scampi was a stand-alone market, or part of a broader lobster market. Our analysis shows that the proposed acquisition was unlikely to have a detrimental effect on competition.

Impact

Our analysis led the Commerce Commission to clear Sanford to acquire Simunovich Fisheries’ scampi quota.
