Nationally Determined Contribution Enhancement in Samoa and Tuvalu

The problem

Samoa and Tuvalu wanted to enhance their commitments to climate change action under the Paris Agreement. Castalia was hired to draft an enhanced Nationally Determined Contribution (NDC) for Samoa and undertake foundational research for Tuvalu’s enhanced NDC.

How we helped

Drawing on our deep understanding of the mitigation and adaptation opportunities available in each country, Castalia provided recommendations on how to enhance each NDC, adhering to international best practice. Castalia then drafted Samoa’s NDC that included more ambitious mitigation targets based on a rigorous assessment of the emissions reduction potential across all major sectors of the economy. We worked closely with Samoa’s Ministry of Natural Recourses and Environment to refine these goals and identify the appropriate conditions to attach to each.

Impact

Samoa’s enhanced NDC was approved by cabinet and officially adopted by parliament in July 2021. It covers the years 2021-2030 and aims to reduce GHG emissions by 26 percent in 2030 compared to 2007 levels. Tuvalu’s enhanced NDC is currently being developed by the regional Pacific NDC Hub, building on the foundational research and advice Castalia provided.
