Ports PPP Feasibility Study, Ukraine
The problem
Ukraine’s economy is heavily dependent on its publicly operated seaports for export and trade. The Government of Ukraine intended to improve the operational efficiency of the country’s key ports by bringing in private partners to operate the ports. It identified the Ports of Olvia and Kherson as pilot ports for a private concession, but had no experience procuring a private partner for a port concession.
How we helped
Castalia developed a feasibility study that met the Ukranian public private partnership (PPP) legal requirements, for each port. We also implemented an international quality transaction process.
Impact
Castalia helped to deliver a high-quality PPP transaction, which also became Ukraine’s first PPP transaction in its seaport sector. The concession tenders for the Ports of Olvia sand Kherson were held in early 2019, and contracts with the tender winners are expected to be signed mid-2019.
