Review of Early Childhood Education Market, New Zealand

The problem

New Zealand’s Ministry of Education was concerned that the number of Early Childhood Education providers was decreasing and the market was becoming concentrated. Reduced competition could increase costs and reduce the Ministry’s ability to ensure service quality.

How we helped

Castalia applied a traditional competition economics framework to see if market concentration was a problem. Our analysis found evidence of effective competition, so the Ministry did not need to be concerned about a loss of competitive tension leading to higher prices or lower quality.

Impact

By providing a deeper understanding of the early childhood education market, our analysis enabled the Ministry to avoid regulatory interventions which were not needed.
