School PPP Feasibility Study, New Zealand

The problem

New Zealand needed new schools to meet growing demand. Many existing school buildings were poorly maintained, increasing costs and diverting staff-time into property management tasks.

How we helped

Castalia did the Stage 1 Business Case to test whether PPPs for schools would be a good way to solve the problems. To do this we identified the key problems with existing project delivery and maintenance arrangements, assessed the key value drivers from PPP, and identified risks and costs PPPs might bring. We developed a detailed cost benefit assessment, assessing various delivery and financing options analysis, using international experience and engineering inputs to estimate how costs and benefits would differ under various options. We found that the PPP approach was likely to deliver value for money.

Impact

The Ministry took our advice and proceeded with two school PPPs in Auckland: Hobsonville Point Primary School (opened in 2013) and Hobsonville Point Secondary School (opened 2014). The success of these first projects led to more schools being developed as PPPs.
