They help governments and investors originate, plan, evaluate, and structure projects for private investment in Sub-Saharan Africa, the Middle East, the Caribbean, and North America. He works across the entire project cycle, having developed laws and policies for PPPs, led economic and financial feasibility analysis of PPP projects, and conducted ex post evaluations.
Prior to joining Castalia, Andrew advised on private provision of infrastructure in East Africa and Southeast Asia after working as a wine director and restaurant manager for 10 years.
