David Ehrhardt
Chief Executive
David leads Castalia’s work on market solutions to provide access to essential services.
His areas of expertise are private finance and regulation of infrastructure and utilities. David is skilled in developing new structures for private investment in public infrastructure, and he advises governments on ways to improve policy and organization in infrastructure sectors.
His experience prior to Castalia includes work on infrastructure, regulation and finance at Azurix, London Economics, and the New Zealand Treasury.
David is driven to find solutions to complex problems. Consulting has shown him how solving problems and rigorous thinking can result in access to water for thousands, communities with electricity, and governments that get the support and resources they need to implement change. He also loves the challenge of providing and defending expert evidence, and helping investors identify the opportunities that are right for them.
