Market Analysis and Regulatory Due Diligence on ACWA Bid, Philippines

The problem

The Philippines’ energy market is complex, combining wholesale spot market and long-term power purchase agreement contracts. ACWA Power, a leading international developer, was interested in bidding to acquire AES’ majority holding in the Masinloc power plant, a 600MW coal-fired power station.

How we helped

Castalia performed market analysis and regulatory due diligence on ACWA’s bid. We modelled likely spot and contract prices in the Philippines electricity market under a variety of scenarios and sensitivities. We also identified key risks in both the electricity market and regulatory framework for approval of power supply agreements.

Impact

With the information we provided them ACWA was able to put forward an informed bid. However, they were unsuccessful, outbid by San Miguel, a local established player, who purchased the power plant for US$1.9bn.
